Farmers and residents in the upper and lower Black River morass communities are breathing a sigh of relief with the purchase of an $82.89-million amphibious excavator by the Ministry for use by the National Irrigation Commission. This amphibious excavator is designed to manoeuvre on land with soft terrain and in shallow waters such as rivers and swamps not exceeding 4 metres in depth.
